Under threat that they would anger the other nations of Elzveir and begin a massive war that would most assuredly see Miliim, Fainarr, or both nations destroyed, the leaders of Fainarr and its principalities, as well as King Leonov Mhiina, were invited to a peacemaking conference held in the nation of Copari, set to take place in Saladuul, a grand embassy where ambassadors from other nations traditionally rested, retired, and held council. The conference lasted over a month, and blood was even shed over some disagreements, but eventually, a treaty was drafted and signed by all: a treaty that established the Federation of Miliim.


Copari, Aldurstein, Aerdis, Kathaya, and the Free Cities of Suorr desired an end to the violence between Miliim and Fainarr; Zukei, as would be expected after the Courting of Ejiiri, had excluded itself entirely from the international affair. These nations united to deliver a threat to Miliim and Fainarr: join their peacemaking conference in Copari or invoke the wrath of the rival nations of Elzveir. Even Fainarr, with its tight hold on Elzveir and its army of dragons, knew that a war with the other nations of Elzveir would be long and costly at best, kingdom-ending at worst, and so they relented and agreed to join the council. Miliim, knowing with certainty that to stand against the other nations in addition to Fainarr would mean immediate destruction.   Leaders from each nation (and a chosen representative from Suorr) traveled to Copari and were set up in the Saladuul: an embassy where ambassadors from other nations traditionally rested, retired, and held council. This sprawling multiplex was rich with accommodations better than most kings would find within the halls of castles of other nations, as well as significant protections offered by Copari's soldiers. Despite a strong military presence from both Copari and the many other nations who were present for the peacemaking conference, blood was still shed at the conference several times over arguments and disagreements between nations over appropriate terms for the treaty.   Fainarr was insistent that it should receive the entire nation of Miliim as "restitution" for the harm caused to its nations by Miliim, repeatedly mentioning the Northport Inferno in every one of their proposals. While Fainarr was not "given" Miliim by the time a treaty was agreed upon, they were permitted to have a strong stake in the nation's dealings. Each of Fainarr's principalities was permitted to have a representative of its own in the newly founded Federation of Miliim. Additionally, King Leonov was to be put to death for the countless innocents who had fallen due to his war crimes. Leonov asked in exchange that at least one original representative from Miliim hold standing in the new federation, as well that he be remembered. To honor this, a Miliim duke was elected by the other representative nations, and the site of the Northport Infenro would be called Leonov's Landing, while the site of his death would be called Leonov's Rest.
