In a display of reckless and wanton destruction, King Leonov Mhiina led his Wyvern Lords in a secret, undeclared attack on Northport, the then-port town of Vaernebo, which Fainarr used to deliver goods form Aduna to the principality. The attack saw only a few survivors, with numerous civilian casualties. This, for Leonov, served as his declaration of war with Fainarr.
King Leonov led his war with Fainarr for just over two years. While other nations across the world despised the actions of King Leonov, there was a great deal of in-fighting among various councils regarding who they should side with. Much of this battle took place in the sky, between the Skyspear (Fainarr's order of Dragon Riders) and the Wyvern Lords (Miliim's order of Dragon Riders). Many dragons and their riders were slain during this war. It finally came to an end when the nations of Elzveir reached an agreement and sought a Peace Summit with Miliim and Fainarr.
Under threat that they would anger the other nations of Elzveir and begin a massive war that would most assuredly see Miliim, Fainarr, or both nations destroyed, the leaders of Fainarr and its principalities, as well as King Leonov Mhiina, were invited to a peacemaking conference held in the nation of Copari, set to take place in Saladuul, a grand embassy where ambassadors from other nations traditionally rested, retired, and held council. The conference lasted over a month, and blood was even shed over some disagreements, but eventually, a treaty was drafted and signed by all: a treaty that established the Federation of Miliim.
The federation was to be made up of chosen dukes from each participating nation (every Elzveiran nation save Zukei and Suorr). Over the course of the next year, each nation selected individuals of their own to be awarded the title of Miliir Duke, in their own ways. Nations also reserved the right to replace their chosen duke at any time.
